« In confirmation of the humanitarian dimension of our development policy and aiming at providing the best chances to persons with disabilities to penetrate in the labor market, whether within the framework of paid work or of independent work, we instruct today to start the implementation of a coherent specific program for the employment of the disabled persons, which determines the legislation contents and measures concerning this category of persons and consolidate their presence within the rehabilitation and formation centers, to reinforce their capacities to learn new trades and enhance their employability in view of integrating them in the active life under optimum circumstances.»
